Supportive Care Services
Providing comprehensive home care services for the elderly, professionals, and families.
🌿 SMALL SUPPORTS
BY PLAZA SERVICES LIMITED
Small Supports is a new, specialist service from Plaza Services Limited (PSL) — designed for people who need highly personalised, long-term support to live good, connected lives in their own homes.
We work in partnership with local authorities, NHS teams, and families to ensure every individual has real control, real relationships, and real belonging.
Plaza Services Limited (PSL) is a CQC-registered home care provider based in Rugby, Warwickshire.
We are part of the Small Supports movement led nationally by the National Development Team for Inclusion (NDTi) and the Local Government Association (LGA) — placing people with autism, learning disabilities, and mental health needs at the heart of personalised, sustainable support.
At PSL, we believe that people thrive when support is built around their life, their aspirations, and their community, not around a service model.
The Small Supports approach reflects our ethos: putting people first, staying small and personal by design, and building packages of support that adapt flexibly as people’s needs and goals evolve.
PSL’s purpose is not to become a large-scale provider, but to remain deliberately small, personal, and values-driven — supporting people one at a time in ways that truly reflect their aspirations, independence, and human rights.
💚 Our Organisational Values:
Our values are shaped by the Nine Principles of Small Supports and our commitment to people with autism, learning disabilities, and mental health needs.
Respect & Dignity – Every person is valued as an individual with rights, strengths, and aspirations.
Inclusion & Belonging – People are supported to be part of their communities, not isolated from them.
Independence & Control – Choice and decision-making are maximised at every step.
Safety & Trust – Safeguarding is balanced with positive risk-taking to build confidence and resilience.
Commitment & Continuity – PSL does not walk away; we stay with people through change and challenge.
Continuous Learning – We use co-production, feedback, and reflection to improve practice and outcomes.
NDTi
For more than 30 years, NDTi has worked with communities, government, and health and social care professionals to make sure that people with learning disabilities, autism, and mental health needs have real choice, control, and independence in their lives.
NDTi exists to make change happen by:
Celebrating what’s possible for every individual
Supporting changemakers and inclusive communities
Building self-determination through rights-based practice
Their vision is a society where everyone has:
Education and lifelong learning opportunities
Paid work and purposeful activity
A home of their own
Fulfilling personal relationships
The chance to contribute meaningfully to their community
Plaza Services Limited (PSL) proudly aligns with NDTi’s mission through our Small Supports approach — helping people live good lives, connected to and contributing to their communities.
Small Support

🌿 What Are Small Supports?
Small Supports is a national programme developed by the National Development Team for Inclusion (NDTi), in partnership with the Local Government Association (LGA) and NHS England.
The programme helps create and grow very small, person-centred support organisations for people with learning disabilities, autism, or complex needs — especially those who might otherwise end up in institutional or out-of-area placements.
Small Supports is about building lives, not services — one person, one home, and one community connection at a time.
At its heart, Small Supports is about putting people with autism, learning disabilities, and mental health needs at the centre of personalised, sustainable support.
Plaza Services Limited (PSL)
is proud to be part of the Small Supports programme led by the National Development Team for Inclusion (NDTi).
This specialist model focuses on helping people with learning disabilities, autism, and complex needs to live independently in their own homes, supported by teams personally chosen around them.
“One person at a time — we build support around people, not services.”

💡 Why We Provide Small Supports
Becoming a Small Supports provider allows PSL to:
Provide highly personalised support to people with autism, learning disabilities, mental health conditions, and complex needs.
Recruit and train small, consistent staff teams around each individual, ensuring compatibility, trust, and long-term relationships.
Avoid a “one-size-fits-all” model — focusing instead on what matters most to each person: independence, aspirations, and belonging.
Deliver sustainable support that is financially sound and deeply person-centred, avoiding the drift toward large, impersonal services.
🌱 Our Promise
At Plaza Services Limited, every person we support:
Lives in a real home with genuine choice over where and with whom they live.
Has a hand-picked support team built around their life and interests.
Stays connected to family, friends, and community networks.
Receives long-term, flexible support that adapts as life changes.
“We build support around people, not people around services.”

Recruiting small, consistent teams around each individual
Helping people live in real homes, connected to their communities
Staying with people through change, challenge, and growth
Small Supports are person-led, community-rooted, and deliberately small by design, ensuring every individual is truly known, valued, and supported to thrive.
💙 Our Home Care Purpose
